Chharanagar

Chharanagar, a small ghetto of DNTs was once situated in the outskirts of Ahmedbad. Now as the city grows, chharangar has become a part of the Metropolitan city. Chharas, the poeople residing in chharanagar are still living with the stigma of Criminal Tribes, the one which British gave them in 1871. Mahasweta Devy says,"There are two birth year for a child born to any DNT family." One is the real birth year and the other one is 1871, in which the Criminal Tribes Act was passed to 'Rehabilitate' tribes like Sansi(Also known as chhara, aadodiya, kanjar, kanjarbhat, manesh and bhedkut),Daffer, Vaghri, Bhamta(Also known as kaikadii) etc. There were around 191 such tribes that were forced to live in the such settlements.

Chharanagar is now situated near one such settlement. The people of Chharanagar are still fighting for their identity. The yougsters are still deprived of jobs. Even in such situations, a wave of positive change is blowing in chharanagar. That is because of some of the concerned citizens and Mahasweta devi, the lady who came out strogly on the issue of Denotified Tribes.(DNT).

But still there is lot of work to be done in chharanagar. keep watching this blog to have information regarding Chharas and DNTs.

dear roxy
I am Anand of Navayana (www.navayana.org), a publishing house that critically engages with caste and other forms of discrimination and identity politics. Just discovered your blog and read about your work; I have heard of Bhudhan and its powerful theatre. I also recently came to know about the film "Acting Like a Thief". I am curating a documentary film festival on the theme of Caste for the Chennai-based Prakriti Foundation. Please see www.abillioneyes.in for details, entry form etc. I request you to convey to DER and the filmmakers KERIM FRIEDMAN and SHASHWATI TALUKDAR that they can submit the film for the festival. If the second film Hooch and Hamlet is complete, they can also enter this film.
Also I wanted to know if you and Bhudhan group can come to Chennai and perform on one of the five days of the film festival: Aug 15-19 2007.
Please email me at anand.navayana@gmail.com.
Prof. Devy is familiar with Navayana and its work.
best
Anand

NAC Draft Recommendations on Denotified Nomadic Tribes

Draft Recommendations of the Working Group of National Advisory Council (NAC) is a landmark document that would have a far reaching result if accepted and implemented by the union and state governments. The condition of nomadic tribes in the country as well as in Andhra Pradesh is pathetic and nobody has taken any effective measures to help the community.
The National Advisory Council (NAC) constituted a working group under the chairmanship of Planning Commission member Prof. Narendra Jadhav who, after due deliberations with over 40 civil and social communities, prepared a draft recommendation document. NAC Working Group on DNTs submitted the “draft recommendations” on 18th October 2011 to NAC.
The Balkrishna Renke Commission (2008), in its report to the central government in 2008, stressed for amendment of the constitution and reservation in government service for persons belonging to Nomadic Tribes. We demand cancellation of the Habitual Offender Act, 1952, and amendment to the National Wildlife Act, 1972, to provide right over forest land to Nomadic Tribes for their daily bread. We claim, that brew manufacturing was the traditional vocation of the Nomadic Tribes (NTs) and hence NTs should be granted license for setting up distilleries.
Ashram schools must be set up for our children up to Class X free of cost, scholarships should be granted to our children and employment opportunity should be provided to our educated youths, we demand the Union Government. We made it it clear that we would not be satisfied merely with inclusion of Nomadic Tribes in the OBC category having 27% reservation.
We demand bifurcation of 27% reservation and thereby ensure 10 % of reservation exclusively for the Denotified and Nomadic and Semi-Nomadic Tribe communities throughout the country.
